Sounds like the enitre thing is repeatable over and over and over and Bahamut is giving you the opportunity to accept the quest again.
One thing that is notable is the lack of any new dialog text where someone is offering to let you choose an item (like if you were turning in the whisper for an item) that isn't accounted for. That tells me that the whisper is just a key item required for entry in to the second BC ... whether that must be accompanied by an orb or if you can just enter after the tally I don't know. But it does seem like the Bahamut items are probably dropped opposed to traded in (imo ... and this is still just speculation).
